August 10, 1982 – A day of holding breath . . .yet again. Word reached the newsroom early on this day that Israel had accepted, at least in principle, the peace settlement offered by American Special Envoy Phillip Habib and a possibility that the civil war in Lebanon may, in fact, be over. After learning of the Habib peace proposal in bits and pieces, Israeli Prime Minister Begin and his Ministers finally got the whole proposal, the cabinet accepted it in principle, but had several reservations. The Israeli government did not like the Habib proposal of 2-300 French soldiers coming into Beirut before the evacuation of PLO rebels began. The Guerrillas, the Israelis felt, would be able to hide and attempt to stay on. The Israelis were also troubled because final details about where all the PLO fighters would go still hadn’t been pinned down. Even earlier this morning, American Ambassador Samuel Lewis tried to sell the plan to Begin who, said Lewis, “had some positive and negative things to say about it”, even though formal acceptance had been given by any of the parties. Glimmers and hopeful signs, even as Israeli Air force planes took to the sky.
In other news: The White House stepped up its pressure for passage of its new Tax Bill. Three separate waves of Congressional Republicans were expected to see the President on the package. Leaders from separate groups were meeting with President Reagan and Lyn Nofziger was meeting with Public Relations firms to formulate a media game plan.
And in Paris, it was a grim wakeup this morning, after a terrorist attack killed 6 in the predominately Jewish section of Marais. It sparked anger and outrage that the French government wasn’t doing more to protest the Jewish community in Paris, and fears this wasn’t going to be the last such incident. During the attack in Paris, two U.S. citizens were killed and two were wounded.
