March 28, 1992 – Lawyers representing Libya went before the World Court and accused the U.S. and Britain of using threats in order to obtain the surrender of two Libyans, suspected in the PanAm Flight 103 bombing over Lockerbie, Scotland. U.S. and British government lawyers argued the UN Security Council had the power and had already decided that Libya must hand over the two alleged bombers for trial in the U.S. or Britain and were relying on the UN to impose sanctions on Libya.
Denials from the State Department over a New York Times report that the U.S., Britain and France told China they would lose trade privileges if it vetoed proposed UN trade sanctions against Libya.
U.S. Customs Agents posing as Iraqi frontmen foiled a scheme to sell $96 million in weapons which may have included some nuclear weapons. The L.A. Times reported two California men and six former Polish government officials were arrested as part of the conspiracy. The deal allegedly included thousands of Soviet-made grenade launchers, portable anti-aircraft missiles and Kalashnikov assault rifles.
Bombs damaged two U.S. businesses in Bogota, Colombia overnight, killing a security guard and wounding three other people. The bombs blew up in the offices of The Diners Club and Citibank. There was no immediate indication that attacks were part of separate terrorist attacks being waged by Colombian drug gangs and left-wing guerrillas.
And the Democratic Presidential debate in St. Paul Minnesota was comparatively calm the previous night, as front runners Gerry Brown and Bill Clinton took to the stage to make their cases for election. Both candidates were hoarse from vigorous non-stop campaigning stuck to their major themes; Clinton as an advocate for a National Economic strategy complete with a new commitment to education and training – Brown as the guerrilla-fighting insurgent, calling for hand-to-hand combat to remove what he called “the governing elite from Washington”. Both were campaigning in front of Primaries on April 7th.
