July 31, 1993 – Called The Great Flood of ’93, flood waters were busy rising at an alarming rate, forcing many to leave there homes on a moments notice, cutting a wide swatch of destruction in its wake. The latest nightmare from the flood washed up on the doorsteps of South St. Louis. Waters from the nearby river surrounded a Propane tank farm, creating the potential for a deadly explosion. 600 homes had been evacuated. Fifty-one tanks were connected by theater-pipe to one another in a flooded storage yard near the Mississippi River. Each tank contained 50,000 gallons of liquid propane. And increased river levels had forced some tanks to float off their mountings threatening to break pipes, resulting in a gaseous and explosive cloud to form.
In a rare Saturday morning Rose Garden speech, President Clinton kicked off a last big push to sell the nearly $500 billion deficit reduction Compromise bill that could become a done-deal by the end of the weekend.The President said the plan would revive the economy while putting the brunt of the tax bite on those making more than $200,000 a year, and sparing people from the middle and the bottom of the economic ladder. The President also defended the package against criticism that it would savage small business. Still left to negotiation was the status of Medicare and proposed cuts. President Clinton was busy this weekend twisting arms and making promises in the hope of averting roadblocks and potholes.
And while Israel continued its battle with Iranian-backed guerrillas in South Lebanon. Middle East diplomats said Secretary of State Warren Christophers telephone diplomacy was about to bear fruit in an agreement between Israel, Lebanon and Syria to stop the fighting. It still wasn’t clear if the guerrillas were buying into the deal. Word of the brokered peace settlement was expected to be announced later on in the day.
