October 14, 1990 – very busy week, much having to do with crisis management. As troop strength continued to build along the Saudi-Kuwait border, with more assistance coming in from the “coalition of the willing”, negotiations and putting out fires were taking up almost as much diplomatic energy as the energy it was taking to attempt to force Iraq to withdraw from Kuwait.
An incident in Jerusalem between Palestinian protestors and Israeli Police threatened to derail everything. In an area of Jerusalem shared by both Arabs and Jews, the proposed building of a temple on the site of a Mosque drew mass protests and armed response from Israel.
In the end, some 20 Palestinians were shot dead by Israeli Police in what was termed by many as an overreaction – an act which also reverberated poorly throughout the Arab nations who pledged to support the Allied effort to remove Saddam Hussein’s regime from occupied Kuwait. The action was protested at the United Nations and several Arab countries threatened to remove their support, including Saudi Arabia, who was acting as host nation to the multi-national armed buildup along with Saudi-Kuwaiti border.
As news of the crisis surfaced, so too did reports of continued Iraqi atrocities being conducted by troops to Kuwaiti civilians, trapped and unable to leave the country. Torture and mass killings were being reported and horrifying tales were being recounted by those who had escaped the onslaught.
Meanwhile, efforts were continuing to find some peaceful solution to the rapidly deteriorating situation. A group petitioned President Bush for an assurance that the allies would not be the ones to shoot first.
