February 24, 1978 – News on the labor front this day in 1978. The Coal Miners strike was heading into its 81st day with not much movement in sight. Contract talks were in suspension, while the Carter White House was weighing the pros and cons of Washington involvement in order to stave off a bad situation getting worse. At this point, the Carter Administration was putting pressure squarely on management. West Virginia Governor Jay Rockefeller put it this way to the coal companies: “it would all be over if they ust said yes.” And on it went.

Meanwhile, the Senate was still working on the Canal Zone treaty with debate underway for the eighth straight day. At issue was the first amendment to Article One of the Neutrality Treat and the matter of troops staying on until after the Treaty was signed. Other amendments guaranteeing rights to protect the Canal would not provide the means. There were fears that further amendments could scrap the treaty altogether and it was likely those amendments would be voted down. But there was no vote anticipated until the following week.

And Communist China was about to get a new constitution, a new ten-year economic plan and a new national anthem. Those were the main results of a special session of the Central Committee of the Communist Party. The result were to be turned over to Parliament for approval when the Parliament opens in Beijing in two days. The new Constitution would replace the old one adopted less than three years earlier. That Constitution was being regarded as being too heavily influenced by the now-disgraced Radical faction in China, the faction referred to as The Gang Of Four.
