Israel’s hardline Prime Minister Yitzhak Shamir announced a two-stage peace plan for the occupied territories Wednesday, calling for troops to withdraw from some cities if the Palestinians accept autonomy. But the PLO quickly rejected it on the grounds that it was a just a retread of the Camp David accords. Shamir acknowledged his plan was based on 1978 Camp David peace accords with Egypt, which the Palestine Liberation Organization and Arab states had already rejected. .

Outlining his plan, Shamir told reporters, “At a certain stage when autonomy will be established, the army will leave some urban centers and will concentrate in some other areas.” Asked whether he would need cabinet approval for his plan, Shamir said: “It is not a new plan. These principles are part of the program of the government”.

In other news – Convoys of Red Army soldiers and equipmeut moved slowly toward home through the rugged Hindu Kush mountain range yesterday, ready to fight their way past Moslem guerrillas if necessary, their commander said. Lt. Gen. Boris T. Gromov, Soviet commander in Afghanistan, denied U.S. allegations that the Soviets were following a scorched-earth policy as the last units leave Afghanistan before a Feb. 15 deadline. “That does not correspond with reality,” he said of the accusation made Monday Jn Washington by Charles E. Redman, spokesman for the State Department. In Islamabad, Pakistan, Western diplomats said privately that all Soviet forces were expected to be out of the Kabul area by Monday, nine days before the deadline set by a U.N.
