An angry mob apparently orchestrated by Haiti’s security forces prevented the docking of the Harlan County which was bringing 220 US and Canadian military trainers and construction engineers to Haiti as part of a UN-brokered plan to restore exiled President Jean-Bertrand Aristide to office.
