Another crack at some sort of affordable healthcare started making the rounds, this February 6th in 1992. President George (HW) Bush was proposing a plan for health coverage for the millions of Americans with no coverage. Although Bush was stressing the plan would cover almost everyone, including the unemployed and low-income. The plan proposed to provide access to healthcare via a voucher system or through tax deductions. Vouchers would go to low-income families and individuals to buy private coverage. Middle income families making less than $80,000 a year would be allowed full deductions of healthcare insurance premiums, up to a maximum of $3,750.
No sooner was the plan unveiled than it drew fire from Capitol Hill. Democrats said it didn’t address the skyrocketing costs of healthcare, nor did it encompass all Americans. Republicans waved the Socialized Medicine card around.
And the debate would get started shortly.
Meanwhile, the House formally authorized an investigation into charges the 1980 Reagan/Bush campaign cut a deal with Iran to delay the release of the 52 American hostages, purportedly to hurt Jimmy Carter‘s re-election chances. Dubbed “The October Surprise“, House Republicans cried “dirty pool” and said Americans had more pressing matters to deal with than scandals. Oh?
The Vietnam-era draft deferments for both vice-President Dan Quayle and 1992 Presidential hopeful Bill Clinton were being scrutinized on this day. Quayle’s Draft-dodging issue, which was raised during the 1988 campaign had bubbled up again. This time Clinton was being included in the controversy, as an Arkansas Republican draftboard official said Bill Clinton promised to enlist in the ROTC after finishing law school and did neither.
